When we talk about building a base we are talking about building just some good overall muscle mass before you start trying to define specific, smaller muscle groups.  In other words if you are just getting started in building your body, focus on the big lifts before you focus on isolation exercises.

As for how much you should weigh for a toned body, that's hard to say.  When you're talking about looking 'toned' you're mainly talking about overall body fat percentage.  If you're trying to look ripped, you need to be at least under 10% body fat.  But this will vary a little bit per person.  Keep working and you'll know when you've reached that point for yourself!</description>
